Submit a complaint about a councillor

● make a complaint about the conduct of a councillor who is a member of Stockton-on-Tees Borough Council or a member of a Town or Parish council in the borough

If you wish to complain about more than one councillor then you must submit a separate complaint form for each one.

The complaint can only be considered if the councillor was acting in their capacity at the time. If the matter of complaint relates to actions or behaviour in a councillor's private life then a Code of Conduct complaint cannot be investigated.

The term capacity is not defined in law. Guidance indicates that the Code of Conduct will apply when a councillor is acting in their capacity which may include:
● if they misuse their position as a councillor; or
● their actions give the impression to a reasonable member of the public with knowledge of all the facts that they were acting as a councillor

The information you provide on this form will be held by Stockton-on-Tees Borough Council and used by us to process your complaint. In accordance with the Council’s Record Retention Policy, the information you provide on this form will be held for a minimum of 2 years and then destroyed in a secure manner.

Should the complaint identify criminal conduct or breach of other regulations, details of the complaint may also be submitted to the police or other prosecuting or regulatory authorities to help determine whether action is required.
